Council Policy CP-1 (adopted 2 December 2025) binds every purchaser: the Town registers a CAVEAT on the title and keeps legal title until development is complete, discharging it on the occupancy certificate. All development and building permits must be obtained within 12 months of possession and construction substantially completed within 24 months. On default the Town may require the lot to be reconveyed at the original sale price less costs, and the deposit is forfeited. The stated purpose is to discourage land banking.
