How to buy
Town-owned lot; contact the Town Office at 306-735-2210 or general@townofwhitewood.ca. 307 Cartier Street and 607 Third Avenue are offered by tender instead. The Policy for Purchase of Commercial and Residential Lots sets the price and the obligations, and they are unusually heavy. PRICE: serviced lots are sold at MINIMUM TAX plus the transfer cost; unserviced lots at minimum tax plus transfer, with water and sewer connection negotiated with Council and SaskPower, SaskEnergy and SaskTel at the owner cost. GST is payable on all purchases. If the criteria are not met the lot is sold instead at $25.00 per foot frontage plus transfer, with no tax incentives; any tax incentive is at the discretion of Council. PAYING: a lot may be held 14 days for a $200 non-refundable deposit; purchase takes a minimum 10% down payment, and the balance is due at the earliest of requesting a building permit, requesting a title transfer for a mortgage, or two months after purchase. Land titles registration is the purchaser cost and property taxes run from the date of purchase. BUILDING: title is NOT transferred until Council approves a building permit, and if construction does not occur the purchase monies are non-refundable. Construction must commence within 365 DAYS and be completed within TWO YEARS. Houses must be a minimum of 1,100 SQ FT, on the main floor for bungalows and bi-levels and on all levels excluding basements for two-storey splits; new Ready-To-Move houses are permitted, no modular houses in Heritage Crescent. RESALE: UNDEVELOPED PROPERTY MAY NOT BE RESOLD BY A PURCHASER. A buyer who does not build must quit claim the lot back to the Town, and the refund is the purchase price less outstanding taxes and a quit claim fee of the 10% down payment divided by 180 and multiplied by the days held, capped at 10% of the price. LIMITS: at most three lots per person, firm or developer per calendar year without a written request approved by Council, and at most two lots may be amalgamated, the second needing at least a three-sided fence
